Arroyo bares master plan for Pangasinan

BINALONAN -- The National Government finally announced its master plan for the province of Pangasinan.
Thanks to former President Fidel Ramos' "Pangasinan as Gateway of Opportunity" column at Manila Bulletin that came out last month.
In her speech last Saturday here, President Gloria Macapagal-Arroyo cited five major medium-term projects, which she said are integral part of the North Luzon agri-business quadrangle super region. These are airports, expressway, railroad, irrigation and seaport.
"Apo Governor Espino, daita ti master plan tayo para iti probinsiya ti Pangasinan (Governor Espino, that is our master plan for our province of Pangasinan)," Arroyo addressed the governor of Pangasinan.
Arroyo inaugurated the 850-meter airstrip privately owned by the family of Binalonan Mayor Ramon Guico (Arroyo's cousin).
She also attended the groundbreaking for the construction of a two-storey building at the South Central School.
The reason why she made the announcement in Binalonan, she remarked, is that Ramos mentioned in his column that Arroyo's mother, Dr. Eva Macaraeg-Macapagal, was a native of this town.
Furthermore, Guico, who is the president of the Mayors League of the Philippines (MLP) and the Union of Local Authorities of the Philippines (Ulap) is from here.
Arroyo said she has instructed the Air Transport Office (ATO) and the Department of Transportation and Communication (DOTC) to make a feasibility study on where to put up in Pangasinan "no-freak" airports that will be developed later into tourism airports.
"If we want to improve the agricultural efficiency of this biggest province in the North Luzon agri-business quadrangle, airports such as the one in Binalonan will play an important role," she stated in Ilocano dialect.
She said the ATO is prepared to give a license to the Binalonan airport to operate as commercially for agricultural cargo.
Second, still on the improvement of agricultural efficiency, Arroyo said she would instruct Agriculture Secretary Arthur Yap to release the first P100-million budget that is needed for the (Agno river) downstream irrigation.
"The San Roque Dam is an important resource," she stated adding that it's anti flood component can also be used as "agricultural invasion dam."
"You have a yearly budget of P6 billion for irrigation. It is important that a big part of the irrigation fund will go to the downstream irrigation canals," she said.
Arroyo further said (in response to the prayer of Ramos that the Subic-Clark-Tarlac Expressway be extended up to Rosales, Pangasinan) "a private sector corporation consortium was able to win the unsolicited proposal contract for a build-operate-transfer (BOT) expressway from Clark all the way to Rosario, La Union."
Also, she had asked DOTC Undersecretary Al Lontoc to make a study whether the North Rail (which is planned to go from Caloocan to Malolos to Clark) could be extended up to Dagupan City.
The DOTC was also directed to look where in Pangasinan could be the best place for a seaport.
The entire projects mentioned by Arroyo were actually included in the development plan presented by Pangasinan Governor Amado Espino Jr. when he assumed post last year. (LCMY/Sunnex)
