PHASE 1 OF TARLAC - LA UNION TOLL EXPRESSWAY (TLUTE) SET TO START With the approval of the resolution recommending the award to Private Infra Development Corporation (PIDC), the financing, design, construction, operation and maintenance of the Tarlac-La Union Toll Expressway (TLUTE) Phase 1, the construction of the expressway to Northern Luzon is expected to start next year. According to DPWH Secretary Hermogenes E. Ebdane, Jr., the TLUTE project will be implemented through Public-Private Partnership using Build-Operate-Transfer (BOT) variant scheme wherein the project proponent is responsible for the design, financing and construction of the initial two-lane expressway. Total project cost is P14.610 Billion with P469.99 Million for detailed engineering, P13.347 Billion for civil works, supervision and project management, and P793 Million for right-of-way acquisition. "The Philippine Government shall provide for the acquisition of the road right-of-way," Ebdane said. The 84-kilometer expressway starts from La Paz, Tarlac (terminus of the Subic-Clark Expressway) passing through the municipalities of Victoria, Gerona, Paniqui, Moncada and San Manuel in Tarlac province, Rosales, Urdaneta, Binalonan, Pozzorubio and Sison in Pangasinan and ends in Rosario, La Union. The expressway project involves the construction in two phases. Phase 1 will be two lanes while Phase 2 will be the expansion into four lanes to be undertaken when the capacity reaches 25,000 vehicles. The project is expected for full operation by 2013. It's probably not going to pass through downtown considering the number of establishments & residences that would get hit just east of MacArthur Highway (Poblacion, Bayaoas, San Vicente) . This would cost DPWH more in terms of Road Right Of Way (RROW) payments. I looked up Urdaneta on google maps to look at the possible TLUTE route. Along the Urdaneta-Asingan Rd, there are five barangays starting from MacArthur highway to the Asingan border. These are Bayaoas, Dilan-Paurido, Cabuloan, Bactad Proper/Orata and Bactad East. Since the TLUTE is parallel to MacArthur, it would intersect the Urdaneta-Asingan Road. Looking at the map, the most feasible route would be between Bayaoas and Cabuloan since that area between the two barangays is scarcely populated. Barangays Cabuloan, Orata & Bactad East have little to no unused land between them (although not yet visible in google maps) so it would be a bit difficult to pave an expressway right through that area. Whether the TLUTE passes through the Bayaoas-Cabuloan border or through the Cabuloan-Orata-Bactad East area, the proximity of the expressway to the City proper is still favorable to Urdaneta. It's probably just a 5-10 minute drive. Hopefully, it would create a secondary CBD for our city and further decongest the city proper.

Consortium starts fundraising for Tarlac-La Union expressway By Daxim Lucas Philippine Daily InquirerMANILA, Philippines--The consortium that recently won the right to build an expressway aimed at cutting travel time between Baguio City and Manila has started inviting financial partners who will help shoulder the cost of the P15-billion project. At the same time, the president of the 10-member Philippine Infra Development Corp. (PIDC) said the company was in the process of doubling its capitalization as the project gets underway. "Our first expenditure will be P500 million so we need to raise another P250 million from our members," said PIDC chairman Rogelio Murga, explaining that the firm already has a paid-up capital of P250 million. He told reporters that actual work on the project might start as soon as next month when the company expects to secure all the approvals from government regulators. The government recently awarded the right to build and operate the proposed 88-kilometer Tarlac-La Union Toll Expressway (TLUTEx) to PIDC, which counts as its members D. M. Consunji Inc., First Balfour Construction, EEI Corp., C. M. Pancho Construction, R. D. Policarpio Construction, J. E. Manalo Construction, J.V. Angeles Construction, D. M. Wenceslao Construction, New Kanlaon Construction, and Rockford Construction. The two-lane TLUTEx is expected to be completed up to Urdaneta, Pangasinan, by mid-2010, while completion with full tollway operations will be by January 2013. The plan calls for the addition of two more lanes once the traffic volume reaches 25,000 a day. With the completion of the TLUTEx, travel to Baguio City will be cut to 3.5 hours compared to the present average of five to six hours. The government hopes that the expressway will help promote tourism as well as lower the cost of farm and fishery products coming from the northern regions. During the briefing for prospective funders late Friday, BDO Capital and Investment Corp. president Ed Francisco outlined the projects financial needs, saying that P2.9 billion of the project cost will be shouldered by the national government, leaving a requirement of P12.23 billion. Preliminary plans call for P3.68 billion of this amount to come from equity that will be raised by the consortium members, while P8.59 billion will come from commercial borrowings. Meanwhile, DMCI Holdings president Isidro Consunji said that his company would fund the capital call by selling at least P1.5 billion worth of "idle assets" as soon as next month.
